LAPP provides information, training, and consulting to caregiver groups, child welfare agencies and courts throughout the nation.  LAPP regularly participates in national level policy discussions aimed at enhancing the ability of caregiver families to meet their children’s needs. 

In 2004, LAPP co-authored a national resource manual and curriculum on foster parent rights and responsibilities in collaboration with the American Bar Association Center on Children and the Law, the National Foster Parent Association, and the Child Welfare League of America.  The manual and curriculum provide easily accessible information to foster and kinship parents, child welfare agencies, Court Appointed Special Advocates (CASAs), attorneys and guardian ad litems (GALs), and judges on the role of foster parents in the court system.  Information on the Legal Resource Manual for Foster Parents and the Legal Resource Manual Curriculum for Foster Parents is available online or by contacting LAPP (see online Legal Resource Manual for Foster Parents and Legal Resource Manual Curriculum for Foster Parents).

LAPP provides “plain language” informational materials and training on child welfare law and procedures for California Community College Foster and Kinship Care Education programs, foster and kinship caregiver organizations, child welfare agencies, Court Appointed Special Advocates (CASAs), attorneys and community agencies working on behalf children in California’s foster care system.  Individuals or groups may telephone LAPP for information and referrals to helpful materials and the schedule of LAPP’s upcoming trainings (see online calendar of Upcoming Trainings).

LAPP provides written materials for caregiver families and their child welfare partners on navigating the complexities of the California child welfare and juvenile court systems.  Information on LAPP’s Legal Toolkits Series for California Caregivers and Their Partners is available online (see online listing of Publications).

LAPP supports policy changes that improve the lives of California foster children and their caregiver families. Information on recent changes in California laws and policies and on how caregivers and their collaborators can support changes to improve outcomes for children in foster care is accessible online (see online ways to Take Action).
