Court Appointed Special Advocates (CASAs)
Court Appointed Special Advocates (CASAs) are trained volunteers appointed by the juvenile court to provide one-on-one advocacy for a child in foster care. These volunteers spend time with children, ensure that court-ordered services are provided, attend court hearings for their CASA children, and provide recommendations to the court based on the best interests of the children they serve. There are 40 local CASA programs providing services in 41 of California's 58 counties, as well as one Tribal CASA program.
Most children in the California foster care system do not have a CASA (sometimes called a child advocate) to help them when they are in foster care. When a child has a CASA volunteer appointed to help her, the CASA is usually very helpful in making sure that the child’s needs are being met. CASAs have access to confidential agency and court records about the child and the child’s family and make a written report to the court for each court hearing about what is happening with the child.
Most CASAs work closely with the foster or kinship parents of their CASA child. In some cases, a foster or kinship parent contacts the CASA program in their local community to ask if a CASA volunteer can be appointed for the child in their home. There are several things foster and kinship parents can do to help the child get the greatest benefit from having a CASA assigned to her.[1]
Prepare the child for the CASA’s first visit. Explain that the judge has asked this person to come talk to her since the judge can’t personally visit all the children she has to make decisions about. Encourage the child to be open to developing a relationship with the CASA.
Share information with the CASA in the beginning and as the case goes on. Treat the CASA as a teammate in making sure the child’s needs are met. If you have something sensitive to say to the CASA, make sure the child doesn’t hear it. Confidentiality rules sometimes prevent a CASA from sharing information with a foster or kinship parent. If you need information about the child, contact the social worker rather than trying to get the CASA to tell you the information.
Tell the CASA what works for you in terms of when and where visits with the child should take place. Have the child ready when the CASA comes to visit. If the visit is going to take place in your home, have a space where the CASA and the child can visit privately, if possible.
Foster and kinship parents should pass on important information about the child to the child’s CASA. There may also be times when the CASA can help you get the services you need to continue caring for the child. If you are having difficulty alerting the agency or others in the system to your concerns, CASAs can often be helpful in making that happen.
CASAs and caregivers sometimes have conflicts just like the other adults who work in the foster care system. If you have a difference of opinion with a CASA volunteer, try to work it out directly with the CASA. If that is not successful, contact the director of the CASA program in your community. CASA directors are usually helpful in clarifying what the CASA’s role is and in dealing with any problems that arise.
